During the darkest days of the euro crisis the euro-elite forced Italy and Greece to replace democratically elected leaders with technocrats. The country is a patrimonial state in which its politicians relied on their connection to a majority of the common people for their vote in exchange for service, money, or safety. But today, particularly in the West, the big dangers to democracy are harder to spot. They can put on a golden straitjacket by adopting tight fiscal rulesas the Swedes have done by pledging to balance their budget over the economic cycle. In the 1990s Russia took a few drunken steps in that direction under Boris Yeltsin.
